"When He had said this, He breathed on them; and He said to them: Receive the Holy Spirit. Whose sins you shall forgive, they are forgiven them; and whose sins you shall retain, they are retained." John 20:22-23
In the Sacrament of Reconciliation, the priest acts with the authority and commission of Christ to forgive the penitent's sins (cf. Mt. 16:19 and Jn. 20:22-23).
